lclAddQueLstDef - local - add an item to the Default Restoration Que
list
lclAddQueLstDef passes a request to dbman asking to add
an item to the default que list.
When the client connection to dbman is
closed all entries on the default que list are executed causing the value
of the datapoint to return to what is was at the time the request was posted.
All members of the list are then deleted.
The request is passed in local
mode.
